Blaine P. Dunn, CFP®
Principal

Blaine P. Dunn is a fee only financial planner and the owner of Dunn Financial Advisors. He holds a Bachelor of Science in Industrial Distribution from Clarkson College of Technology and a Master of Arts in Diplomatic History from the University of Massachusetts. He also is a graduate of the College of Financial Planning and has earned the Certified Financial Planner (CFP®) designation.

Washingtonian Magazine named Blaine Dunn as one of the best 35 financial planners in the greater Washington, D.C. metropolitan area. Medical Economics rated him as a "top financial advisor for doctors." Paladin Registry has given him a Five Star rating as an advisor. Prior to founding Dunn Financial Advisors in 1999, Blaine Dunn was a Regional Vice President for a Citigroup subsidiary for 15 years. In that capacity, he recruited and trained agents for a financial planning team. He was a securities principal, registered representative and licensed in insurance (life & health and property & casualty) and loans.

Before entering the financial planning field, Blaine Dunn has worked as a legislative director for three members of Congress as well as the Environmental Protection Agency and the Rural Electrification Administration. He also has directed political campaigns on the local, state, and federal level; taught history; and been a technical representative for Union Carbide.

Blaine Dunn is the current Ethics chair of the National Association of Personal Financial Advisors (NAPFA) the premier association of fee only financial advisors. He formerly served on the NAPFA national board of directors. He also served as chair and President of the Northeast Mid-Atlantic Region of NAPFA; chair of the Government Affairs Committee; and a member of NAPFA’s President’s Council. In addition, he has been a speaker at industry groups and conferences on numerous topics including investments, economic outlooks versus investment returns, and the effect of investor temperament on client portfolios.

On a personal level, Blaine has been an Eagle Scout and Boy Scout Commissioner, mountaineering expedition leader, Sunday School teacher, varsity soccer player and coach, and refugee relief participant. He also has been a member of a national award-winning chorus and has traveled extensively.

Joy A. Dunn
Joy joined Dunn Financial in 2007. She is responsible for research, client services, and compliance documentation. She also advises clients on cash flow, budgeting, and debt management.

Prior to joining Dunn Financial Advisors, Joy was a teacher in Texas, Michigan, and Virginia for 20 years. She holds a Bachelor of Science in Elementary Education with a major in Fine Arts from Oakland University and an endorsement in English as a Second Language from Texas. She has also done graduate work at Texas A&M, Dallas Theological Seminary, and Northern Michigan University. Her school in Texas awarded Joy with Teacher of the Year. Her colleagues also nominated her for Texas Outstanding Teacher for the Humanities. In addition, she has completed the Crown Financial ministry course which includes topics on debt, cash flow, budgeting, savings, estate planning, and insurance.

On a personal level, she is a Stephen Minister at her local church which helps those in need. She also enjoys history, theater, genealogy, and traveling with her husband.
